A connection is a chain

A service can be available on a coverage map and still be difficult to use. The World Bank identifies infrastructure, affordability, digital skills and regulatory conditions as connected challenges for African digital development. That framing matters: expanding a network does not automatically make a job application, payment or learning platform usable.

Follow one task from start to finish

For a product team, a more useful starting point is one complete journey. Can a first-time visitor understand the service, register, recover an interrupted session and finish the task? Our suggested test is deliberately small: ask several consenting users to complete the same action on their usual devices and connections. Record where they stop. This is a research exercise, not a representative survey of a country.

Measure the cost of completion

Count the bytes required to reach the useful part of a page. Include images, scripts and repeated downloads after a failed request. Check whether an expired session forces someone to repeat work. A polished homepage tells you little about whether the form behind it survives a slow connection.

Design for interruptions

Save progress where appropriate, make errors specific and let users retry an action safely. Provide text alternatives to video instructions. Explain whether a transaction completed before asking someone to submit it again. Test these decisions with the people you serve rather than assuming every African market has the same constraints.

What to ask of the next announcement

When reading an infrastructure announcement, separate coverage, price, service quality and actual usage. Ask which geography and period each figure covers. A national average can hide a very different experience in a particular community. The editorial conclusion here is that successful digital services need both access and a usable path from connection to outcome.
